Ministerial Infrastructure Designation

Adams + Sparkes Town Planning on behalf of Kawana Waters Surf Life Saving Club Inc has submitted a proposal for a Ministerial Infrastructure Designation to support the renovations and expansion of the surf club building.

The process an applicant must follow when lodging a Ministerial Infrastructure Designation (MID) is set out in the Planning Act 2016 and the Minister’s Guidelines and Rules 2023.

A requirement under the process for making a MID and is to undertake ‘Public Consultation’ for a period of 20 business days. The Public Consultation process is intended to ensure community and submitter insight/opinion is obtained for consideration in the assessment of the application

PROPOSAL OVERVIEW

Kawana Waters Surf Lifesaving Club proposes to expand the club, making use of the lease area available. Overall, it is proposed to demolish the current southern building and construct in its place a two (2) storey building to optimise the available space for storage of surf lifesaving equipment and deliver a new space on the upper level for surf lifesaving training facilities, SLSC admin of ces and member amenities. It is also proposed to upgrade the clubs existing building entrance to meet Disability Discrimination Act 1992 requirements and to construct an awning over the extended outdoor dining area on the northern end of the building to better protect the deck from weather. The proposal has been prepared for the State’s consideration for assessment as Community and Cultural Facilities and Sporting Facilities.

Kawana Waters Surf Life Saving Club is located within a lease area at 99 Pacific Boulevard, Buddina, legally described as Lease D on SP176785 over part of Lot 521 on B92922). The club and was founded over 40 years ago and has been proudly patrolling the Kawana Waters coastline ever since. The club has a 20-year land lease in place with the State due for renewal before 30 June 2025. The existing building was constructed in the 1980s and was approved for sport and recreation, entertainment, a kiosk and associated amenities. Refurbishment works have occurred sporadically over the years to accommodate improved amenities for members and visitors. Whilst these works included a small expansion in 2014, the club has generally outgrown the existing space due to increased visitation to Kawana Beach.

Design summary

  • Demolishing the current southern building extent (used for equipment storage) and existing reception and admin area parts.
  • Retaining the existing supporters club areas (843m2 GFA) and facilities, including bistro and kitchen areas within the northern building extent, southern amenities block (Council asset) and beachfront lifeguard tower.
  • Retaining the existing southern amenities block attached to the building (Council asset) and beachfront lifeguard tower.
  • Constructing an 8.28 metre high two (2) storey building extension that will accommodate surf lifesaving club facilities including:
    • A larger ground floor area for storage of surf lifesaving club equipment and new club entrance/reception area.
    • A new upper level that will provide additional surf lifesaving club facilities including club administration offices, training areas/meeting rooms, additional visitor amenities and the Kawana Waters RSL Sub-Branch Office.
    • Note: no new building works exceed 8.28 metres in height.
  • Construct a new entry forecourt and bin store enclosure.
  • An increase to the northern outdoor deck area by 95m2, which is does not constitute GFA increase. This space will be shared with surf lifesaving members and used during sporting events.
  • Construct a new awning/roof over the existing outdoor dining area (127m2 coverage).
  • Additional extensions such as new roof and fencing to AC units area.
  • Overall, increasing the building coverage (site cover) by 217m2 to a total of 1,292m2 (equivalent of 61.7% of the lease area).
  • Overall, a proposed 371m2 GBA increase for life saving facilities (previously 338m2 internal floor area, now 709m2).
